The website https://guitarfestival.okis.pl/ is partially compliant with the Act of April 4, 2019 on digital accessibility of websites and mobile applications of public entities due to non-compliance or exclusions listed below:
– most of the multimedia (photos and graphics) posted on the website are not adequately described, the posted films do not have subtitles for the deaf,
– the website is not equipped with mechanisms to facilitate the viewing of content by visually impaired people who do not use assistive technologies,
– lack of keyboard shortcuts created on the website to navigate through the elements of the website and to run the functions available on it,
– unavailability of a sign language interpreter by electronic means of communication.
– no tests of the website were carried out on Braille displays, but tests were carried out with the use of the NVDA application, giving positive results.
– FOTO-GEN Gallery building of the Culture and Art Center in Wrocław, pl. bpa Nankiera 8, is not yet adapted for disabled people.
– a complex of buildings of the Culture and Art Center in Wrocław, Rynek-Ratusz 24-27, 50-101 Wrocław, which does not meet the requirements in accordance with the Act of 19 July 2019 on ensuring accessibility for people with disabilities. However, the Culture and Art Center has an expert opinion on fire protection exceptions – „Technical expertise of fire protection from April 2018, supplemented by the Resolution no. WZ.5595.163.2.2018 of August 7, 2018 and the Resolution no. WZ.5595.163.3.2018 of August 7, 2018, which are available for inspection at the headquarters of OKiS in Wrocław;
– FOTO-GEN Gallery, pl. bpa Nankiera 8, 50-140 Wrocław, which does not meet the requirements in accordance with the Act of 19 July 2019 on ensuring accessibility to people with disabilities.
Elements of equipment that facilitate orientation in the building and the transfer of information:
– no overall plan of the building,
– there are no Braille markings in the building, no contrast or enlarged print markings for the blind and partially sighted.
– no typhlographic plans,
– no induction loops.

Information on the place and manner of using the parking spaces designated for disabled people:
– The seat of the Center of Culture and Art, due to the prohibition of parking, does not have parking spaces. The nearest parking spaces, including those for disabled people, are located at ul. Kurzy Targ and remain under the management of the Wrocław Commune.
– Galeria FOTO-GEN – Parking spaces for disabled people are located several meters from the entrance to the Gallery, at Jodłowa Street, and are managed by the Wrocław Commune.
– Customer service point – on the third floor of the OKIS headquarters there is a secretariat, there are no devices to facilitate communication with people with special needs.
Hygienic and sanitary facilities and devices:
– Toilets in the OKIS building and the FOTO-GEN Gallery are not adapted to the needs of people with disabilities

Reasons for shutdown: The https://guitarfestival.okis.pl/ website has been running since 2019, i.e. long before the introduction of new regulations on accessibility. It is very rich in content and updated frequently. Due to the architecture of the website, it would have to be built from scratch to improve accessibility of the website, it would carry an excessive burden for the public entity running the website, and in particular for the event it concerns.
The Culture and Art Center in Wrocław – the Cultural Institution of the Self-Government of the Lower Silesian Voivodeship undertakes to ensure the availability of its website in accordance with the provisions of the Act of April 4, 2019 848 on digital accessibility of websites and mobile applications of public entities.
